This is a review of Borthwick_1998_exploiting_diverse_knowledge_sources_via_maximum_entropy_in_named_entity_recognition by user:msharifi.

Paper describes an NER system using MaxEnt with some novel feature engineering (hinging on ME systems advantage of combining large number of features nicely) and tested on MUC-7 with good results.

Perhaps the value in 98 was creating completely statistical system with no handcrafted rules and some of the features are interesting. However, the amount of "handcrafting" that is done for the feature extraction which creates biases in the system.
